Can you please explain why you are wanting to create a .deb package for
Debian?

A recent duplicity (0.7.07.1-2) is apparently already in Debian:
https://packages.debian.org/stretch/duplicity
https://packages.debian.org/sid/duplicity

Using that will be much easier than building from source.
