Hi Everyone,

Well, it looks like release (lack of) stability has hit Launchpad again.
The rest went well.  Launchpad PPAs are available, except for Focal 20.04.
It'll be along as soon as I can figure out what's going on.  Seems the
build environments are constantly under change, whether needed or not.

Lots of changes in this release, mostly to make sure the Snap, Pip, and PPA
installs work properly.  Versioning is now done by script and the
requirement for setuptools_scm is removed.  Too many places where it worked
intermittently, mostly in external build systems.
