  Can't Scroll-Wheel-Adjust Volume While Hovering on Indicator

Bug description:
  I'm running Ubuntu 13.10 Desktop PC 64bit (alpha).

  In previous editions, I could hover over the speaker-icon-indicator
  and adjust volume using my mouse's scroll wheel.

  I'm unable to do this in 13.10.
