[Bug 1221982] [NEW] Dash visibly reorganizes recent items

I am not sure if this problem depends on the processing power of the PC
or not.

Say my last opened application is Nautilus (Files), then it will appear
as the first item in the Dash home lens. Suppose I closed Nautilus. Now
I open Firefox (via the Launcher or via the Dash home lens). If I go
back to the Dash home screen Nautilus will still be the first item in
the recent applications. A little duration after opening the Dash,
Firefox is then set as the first one.

The problem is that for my hardware this little duration is in the order
of a second, so if I would like to open Nautilus I end up clicking on
the newly positioned Firefox icon.

I would suggest that all this reorganization be done on the background
while the Dash is closed, so there's no way to make a mistake while
trying to click a "moving" icon.

When I open the Dash, the icons are repositioned in a hardware-dependent
long time.

** What should happen **

If I am not searching, that the positions of the icons be fixed in
between "Dash sessions." This implies that the recently used items be
sorted while the Dash is closed.
