In my case, even doing nothing it fills. I suspect this is because we
are getting the "more suggestions" when the scope starts, and if wifi is
taking a while to connect, then there is nothing there. We should query
when wifi connects instead.

Bug description:
  Frequently the More Suggestions scope is empty. Doing a search may
  cause it to fill in. I suspect that poor network connectivity may be a
  factor.
