Bug description:
  During Jenkins Continuous Integration, we get intermittent
  TestIconLoader unit test failures.  It's usually one or more of the
  following tests:

  TestIconLoader.TestGetOneIcon
  TestIconLoader.TestGetAnnotatedIcon
  TestIconLoader.TestGetColorizedIcon
