[Bug 1229103] [NEW] clicking on a launcher icon does not change your workspace

Steps to reproduce:
1. open a terminal window in workspace 1;
2. move to workspace 2;
3. click the terminal icon on the launcher.

What should happen:
* terminal window should receive focus;
* workspace should automatically change from 2 to 1.

What happens instead:
* terminal window receives focus;
* workspace doesn't change.

This is particularly annoying and potentially dangerous, because you are
giving focus to a window that you can't see.

This bug looks exactly like bug #683134.
