  bad time format in date/time indicator

Status in “indicator-datetime” package in Ubuntu:
  New

Bug description:
  at 13:00UTC the time indicator displayed '1PM' it should show
  '01:00PM' (cf screenshot)

  TEST CASE:
  1. Run the following command:
    $ adb shell date -s 16:00:00

  ACTUAL RESULT:
  4PM

  EXPECTED RESULT:
  04:00PM
