[Bug 1236799] [NEW] Erratic keyboard Ctlr and Alt behavior

After I upgraded to 13.04 last week, my keyboard started behaving
erratically. I would press "Ctrl+Alt" and the computer would restart
(with a message that "Ctrl+Alt+Del" was pressed). Then I noticed that
the problem is with the left Ctrl key - in the terminal, when I pressed
just the left Ctrl key it would output sometimes e.g. "5~;5~" other
times it would keep printing "-----------" or "vvvvvvvvvvvvvvvvvv". The
output in the terminal without X was different and also a bit erratic.
The same for the left Alt key - in the terminal it would output e.g.
"A;3~A;3~A;3~A;3~A;3~A;3~A;". It happens randomly - sometimes the Ctrl
and Alt keys work as they should, sometimes not. I haven't noticed any
pattern to it.
I doubt it is a hardware problem because before the upgrade I had no
problem with the keyboard whatsoever. But anyway, to be sure I
disconnected and reconnected my laptop's (Thinkpad T420) keyboard. It
made no difference.
