[Bug 1242429] [NEW] tap on super key shows keyboard shortcuts instead of launcher

What I experience since upgrading to 13.10:

When I tap the <super> key, the "keyboard shortcuts" overlay appears.
A second tap opens the launcher.
<escape> Removes the launcher or the shorcuts overlay, but leaves the sidebar unhidden with the numbers on the application icons.

What I expect to see:

When I tap the <super> key the launcher should appear.

NOTE:  <super>f and <super>a still bring up files and applicatations as expected.
NOTE:  this but does not occur for Guest accounts.
