[Bug 1244483] [NEW] Top panel doesn't refresh. Applets and menu freeze and are not responsive

I'm mostly posting this because someone in #ubuntu told me to, and no
one seems to have any good ideas as to what's causing it or how to debug
it.

It seems that randomly my top panel freezes. I can tell typically
because my clock stops at a particular time and doesn't advance.
Randomly this then unfreezes later, but while it's frozen if I click on
any of my applets or on any of the menus in the top panel (for a
particular application) nothing happens. I don't get a drop down menu of
options, or any additional information about the applet.

This means that while my panel is frozen, I'm unable to shut down my
computer (aside from using the command line) or perform any tasks that
don't have a keyboard short cut and require the menus for the
application.

Let me know if I can provide anymore information. Assuming the logs I
have are time stamped one happened today (10-24-13) around 3:34:43PM (I
remember because I read the clock a lot around then to see if it was
"un-frozen").
