Are you still experiencing this issue? I cannot reproduce it in 13.10.

  Sound indicator controlls disabled after suspend

Status in “pulseaudio” package in Ubuntu:
  Incomplete

Bug description:
  I run the fresh 13.04 version and just had a suspend/resume. After
  resume, my sound controlls got disabled. Sound works, but I cannot
  control it any longer. I had an open window of sound controlls, it was
  not updated with the new state shown by the trat area icon/controlls,
  but after I closed it and opened it again, it is disabled there, too.
