[Bug 1272540] [NEW] Global menu disappear with mouse button hold

Public bug reported:

Another small quirk on Unity 7.

*Steps*

- Open an app, say Firefox.
- Unmaximize the window, so that the window buttons _do not_ appear on the panel.
- Move the mouse pointer to the left corner.
- Now, hold the primary mouse button and move it to the right, keeping the pointer inside the panel.

You'll notice that when the pointer reaches the first menu entry "File"
(or whatever) the menu starts flickering on the mouse movement. If you
release the primary button _in between_ the first menu entry and the
window title, you'll notice that the menu disappears and the only way to
make it reappear (with the mouse) is to move the pointer outside the
panel and then back inside the panel.

(It's very much a trivial bug, but kind of surprising :)
