If it is fixed, how do I re-enable scopes after turning them all off in
my ignorance?

Ubuntu 13.10, 64 bit, installed version of package:

Bug description:
  Flash phone.
  Ubuntu Saucy Salamander (development branch) - armhf (20130828.1)
  Swipe to the Applications  scope.

  Click applications scope
  Click disable
  Click dash plugins
  Click disable

  Now you can't re-enable them. We shouldn't provide a method to get
  someone backed into a corner like this.
