[Bug 1283500] [NEW] local menu of other application

Public bug reported:

I have menus set to be in the top panel and not local. When I open geany (gtk2) and then afterwards VirtualBox (qt), the window titlebar of VirtualBox initially shows the local menu of geany.
After mouse-over and mouse-out of the titlebar, that local "ghost" menu does not reappear again. VirtualBox's menu is correctly exported to the global application menu.
