[Bug 1288154] [NEW] HUD keybindings change not working correctly

Public bug reported:

I have two machines which have a number of strange behaviours from the
HUD key.

1) before attempting to change it away from its reported Alt_L setting,
both Alt_L and Alt_R were showing HUD.

2) I was able to move it way from Alt_L to Disable it ok, then it was
correctly Disabled, but when I connect it to my Mail button both Alt_L
and Alt_R are enabled again and Mail does not envoke HUD.

3) I am unable to bind it back to Alt_L or indeed any other modifier,
they all just flip it to Disabled.

I would note that this is not the same in a guest session. There the
HUD key is Alt_L only and can be changed away to other modifiers, it
cannot be changed back however to Alt_L.
