[Bug 1298387] [NEW] Dash keyboard navigation does not work as expected

Public bug reported:

I've (finally) started trying to use the Dash for targeted searches,
like weather or dictionary. I'd like to be able to drive this entirely
by the keyboard, but it doesn't work quite right. For example:

1. tap super key to launch dash
2. quickly type 'define: stuff'. After a small delay (it would be nice if it was faster here) I see-- "Reference", a big heart (why a heart?) and "stuff: definition"
3. once the big heart is highlighted by navigating via combinations of Tab and arrow keys, if I press 'Enter', the browser is opened. This is different than if I click on the heart, which give me the scope results in the dash
4. if I click the big heart, and go back to the keyboard I cannot make the definition in the dash scroll via keyboard navigation

This makes the Dash less useful than it could be. Eg:
* if I am using a specific scope (ie, 'define: someword') and there is only one result, it seems like we should just show the content of the search in that result without having to click on the icon for the scope (ie, I type 'define: stuff', press Enter and see the definition)
* for '3', I think this is a bug-- 'Enter' on the highlighted scope should advance to the scope's result (in this case, the definition) and then I can use keyboard navigation to highlight 'View' and press 'Enter' to launch the browser
* for '4', I would expect PgUp and PgDown to work and/or Up/Down arrows

** Affects: unity (Ubuntu)
     Importance: Undecided
         Status: New
