[Bug 1311656] [NEW] Closed applications cannot be clicked in Launcher

Public bug reported:

I have a laptop (Dell Vostro 3550) connected to an external monitor
(Acer) through a VGA connection. I have my launcher configured to
display only on the external monitor and not on the laptop. In this
configuration, after I close an application I can no longer click on the
icon in the launcher to reopen it. I must use keyboard shortcuts to get
to the Unity Dash to reopen the app.

If I set my launcher back to show on both screens, then this issue does
not occur.
