[Bug 1311846] [NEW] click on launcher icon focus wrong workspace

Public bug reported:

Flow to re-generate the issue:
1. Open two application in two different workspace. (assume chrome in top-left and vlc in bottom left workspace)
2. Go to top-left workspace.
3. Now spread workspace (super+s) or workspace launcher icon. In this situation left-top workspace is selected (focus).
4. Next, click on vlc launcher icon. Bottom-left workspace should be zoomed because vlc is in bottom-left workspace. But unity zoom already focused workspace.
