[Bug 1299753] Re: Menuitem `suspend' has no dconf key to be suppressed

This appears to be important because we can no longer use policykit to
disable suspend. After disabling suspend via initd (bug #1300460)
there still is a `suspend' menuitem. This may be confusing.
