[Bug 1378022] [NEW] unity in utopic is failing to lock the apply the lock screen policy

Public security bug reported:

With the latest updates, unity is failing to apply the lock screen
policy on my desktop.  I have my desktop configured to lock the screen
after 5 minutes of inactivity.  I came back to my laptop in the morning
after a full night's inactivity and found the screen still on and
unlocked.

This is a critical security regression.
