[Bug 1424735] [NEW] Date and Time needing to have "unity-panel-service" reset to show again

Public bug reported:

In the last few days (starting last week) my Date and Time panel in the
top bar on the top-right hand side of it, keeps on disappearing as
described here: http://askubuntu.com/questions/587445/no-date-and-time

And the "Date & Time > Clock" settings (as shown in the link above) keep
on becoming greyed out when this happens.

To fix this all that needs to be done it for this command to be run in
Terminal: sudo killall unity-panel-service

But this is only a temporary fix for the problem keeps on coming back,
and this is now probably the third time that this has happened to me,
and for no apparent reason, it just suddenly disappears when I am
working on the computer.
