Title:
[regression] Remote login to Unity on quantal fails if the remote
machine has proprietary graphics drivers installed

Bug description:
After upgrading this computer from Ubuntu 12.04 Precise to Ubuntu
12.10 Quantal, I am no longer able to log in to it remotely with
vnc4server and use Unity. Upon connecting with VNC, I am presented
with the Unity greeter, and if I choose the default Unity session and
log in then I get a broken desktop. i.e., the Unity launcher and top
panel are missing, shortcuts don't work, etc.
If I understand correctly, this is because Unity 2D has been removed
in 12.10 and the fallback for situations without hardware acceleration
is supposed to be Gallium3D's LLVMpipe. However, proprietary graphics
drivers replace the Mesa libGL.so implementation, so using LLVMpipe is
not possible on machines with proprietary graphics drivers installed
and thus Unity/Compiz fails to run.
To solve this without reintroducing a fallback window manager, we
probably need the next-gen Linux OpenGL ABI to support side-by-side
libGL implementations from different vendors and auto-detect the
correct one to use in some way. See e.g.
http://www.phoronix.com/scan.php?page=news_item&px=MTE4NDA.
The work-around is to use GNOME Classic (without effects) instead of
Unity.
