recreate this on the latest release of Ubuntu and cannot reproduce it.
This bug is being marked as Invalid.  If you believe the problem to
still exist in the latest version of Ubuntu please comment on why that
is the case and change the bug status to NEW

Title:
  Drag and drop file on icon not working in unity launcher

Bug description:
  Drag a file and try to drop it in any launcher icon. After drop the
  item, specific application window focused and nothing happen.

  Expected output:
  1. If there are multiple window under a launcher icon then spread mode should enable.
  2. If there is one window then specific window should focus (and unminimized).
