[Bug 925310] [NEW] ltsp-build-client no longer uses the non-PAE kernel

According to the changelog for 5.2.16-0ubuntu13, the PAE kernel would
only be used as a fall-back when installing from physical media  and
yet, running ltsp-build-client from command line pulled in the PAE
kernel nonetheless.
