[Bug 926951] [NEW] Preferences Plugins not scrolling properly

REPRODUCING:

1) Start Calibre

2) Click Preferences.

3) Under 'Advanced', click Plugins.

4) Expand the plugin categories.

5) Select the topmost plugin.

6) Use the down-arrow key to scroll to the bottom of the list.

OBSERVED BEHAVIOR: The currently selected plugin will often not be
visible.  The first section may work ok, so keep going to the bottom to
make sure you see the effect.  When it happens, it seems that it doesn't
move the list until after the third down-arrow click.  Then it jumps to
the correct position.

DESIRED BEHAVIOR: When the currently selected plugin changes, the list
should move to ensure that it is visible.

ADDITIONAL INFORMATION: Oddly enough, if you start at the bottom of the
list, and use up-arrow to scroll up, it works perfectly.
