[Bug 1856388] [NEW] Toolbox dialog is too tall on a normal laptop screen and makes Gimp useless

My screen size is 1920x1080 pixels.

When I launch Gimp the toolbox dialog doesn't fit the screen and it
cannot be resized. The bottom part of the dialog is off the screen area.
