[Bug 1856390] [NEW] Creating a large image creates a large dialog that goes off screen

Public bug reported:

Creating an image that is larger than the screen size will literally
create a huge dialog of that image size and it will go off screen.

The dialog size should be limited to the screen size and scroll bars
should be enabled.
