You have to understand the release strategy of Ubuntu.
Usually upgrades like apache 2.2 -> 2.4 that are copied from Debian, are introduced into Ubuntu only into the development release (currently 13.10 saucy). Only if they have been proven to work well and bring in significant improvements, they might be backported to older releases.

Looking at https://merges.ubuntu.com/a/apache2/ I see that Ubuntu
already knows about the 2.4.4-6 release in Debian, so it might be made
available in Ubuntu 13.10. I am, however, not sure if apache 2.4 will
ever be backported to precise.
