[Bug 1274090] [NEW] apache2-bin declares httpd, but does not provide webserver

Public bug reported:

apache2-bin declares that it provides httpd and httpd-cgi, but the
package description itself says that to actually get a running web-
server, you need to instead install apache2, or perform manual action on
your own.

I had apache2 automatically pulled in via a dependency from munin on
httpd in 13.04, but in 13.10 most of apache was automatically removed as
no longer being required during the release upgrade process.

I suspect that, to provide a running web-service upon package
installation, the apache2 package should provide httpd, rather than
apache2-bin.

** Affects: apache2 (Ubuntu)
     Importance: Undecided
         Status: New
