[Bug 1298739] [NEW] /etc/logrotate.d/apache2 ignores changes to $APACHE_LOG_DIR

I've edited $APACHE_LOG_DIR in the envvars file and in order to make
logrotate work I have to edit /etc/logrotate.d/apache2 also.
