[Bug 1310223] [NEW] package apache2 2.4.7-1ubuntu4 failed to install/upgrade: ErrorMessage: unable to install `/etc/apache2/ports.conf.dpkg-new' as `/etc/apache2/ports.conf': Device or resource busy

 

Public bug reported:

Occurred while upgrading form 12.04 to 14.04.

Could have something to do with the fact that the file is bound to
another, ie. running mount reveals this line (among others less
relevant):

/home/ubuntu/bootstrap/apache2/ports.conf on /etc/apache2/ports.conf
type none (rw,bind)

Although as far as I can tell, the original file should be writable.
