[Bug 1362402] [NEW] Init script claims another apache is running when it's not

root@maas:~# grep PID /etc/apache2/envvars
export APACHE_PID_FILE=/var/run/apache2/apache2$SUFFIX.pid
root@maas:~# ls -la /var/run/apache2/
total 0
drwxr-xr-x  2 root root   40 Aug 28 13:22 .
drwxr-xr-x 31 root root 1040 Aug 28 13:23 ..
root@maas:~# service apache2 restart
 * Restarting web server apache2                                         [fail] 
 * There are processes named 'apache2' running which do not match your pid file which are left untouched in the name of safety, Please review the situation by hand.
