Public bug reported:

Installation of apache2 resulted in start of apache2 service only on focal.
However on hirsute, it resulted in start of apache2 and apache-htcacheclean service.

Is this intentional?

This commit seems to trigger the change in behaviour.

Adding --no-start to override_dh_installsystemd can result in old behavior.
