[Bug 2071468] Re: ELF package metadata failure: environment variable ‘DEB_HOST_ARCH’ not defined

* Merge from Debian unstable. Remaining changes:
- d/rules: Use -O2 instead of -O3 on ppc64el.
- d/rules: include buildflags.mk following dpkg changes (LP: #2071468)
