It sounds like you’re trying to set up winbind on an older Ubuntu
version, and back then things were split between different samba
packages. The winbindd daemon usually comes with the main winbind
package (part of the Samba suite), not winbind4 specifically. You might
need to install the samba or samba-common package to get winbindd and
related tools.
Also, keep in mind that package names and structures changed quite a bit
between Ubuntu releases. For domain controller setups, it’s often easier
(and better supported) to use the full samba package and configure from
there instead of trying to install partial components.
