I think you did it right. You're supposed to propose to merge. https://help.launchpad.net/BranchMergeProposals

I just subscribed the erma-core group to the main branch. I would have thought that being the owners, we would be implicitly subscribed, but it's possible that that isn't the case. Stephen, perhaps you could try resubmitting your proposal to see if the expected emails are generated?
