I resubmitted the proposal.

Also, I made a series, a milestone, a release, and then i was able to upload
an rc version of our first binaries!  Greg had reviewed the refactor stream
so I pushed it to the trunk.  I feel kinda lost going through these steps so
I'd like us to iron out a procedure for additional
branches/reviews/releases.  Either way, we have our first binaries out there
:)

I thought there would be balloons and champaigne for that but oh well.
