Fuelers

We are implementing the following bugfix backporting policy.

1) If there is a bug targeted for 5.0 milestone, that you would like to
backport then add a tag to it in format "backports-4.1.1".
2) Then, as soon as master branch commit is merged, change the milestone to
the 4.1.1 release and reopen it in order to do a backport of the patch.
3) As soon as backport is merged - the bug should be marked as "fix
committed"

We are considering to use series feature of Launchpad, but for the time
being the aformentioned policy should be used.
