Implement DVR as additional use-case for Neutron installations looks like
non difficult  task for fuel-lib and nailgun/UI team.

Alex made great research of  this feature. Using results of his work, I
estimate about one week for implement fuel-library part.
I can't estimate works on Nailgun/UI part, but can describe required
changes.

I will start document about implementation and attach it to the existing
blueprint (
https://blueprints.launchpad.net/fuel/+spec/neutron-dvr-deployment).
