Bill Herrmann confirmed that the question is solved:
What was happening on the restricted user PC was that when you click the
start menu icon to launch the program, nothing happened.  I actually
think the PC on which we initially installed this must have had some
other issue preventing the program from working, because we subsequently
installed it on different machines with no issue, even when users did
not have Admin rights.   Thanks for your responses and your assistance.
