Hello,
after looking into the apt source code I found the reason for the 
playdeb repos not being instantly updated as expected, there is a 
RefreshInterval (default 360 minutes).
The mirror url file is not updated during RefreshInterval .

We need to change the playdeb .deb to include:
/etc/apt/apt.conf.d/80getdeb-mirror

With:
Acquire::Mirror::RefreshInterval    "0";
