Jon, if I understand you correctly, you're talking about this issue:

I think we agree that it ought to be possible in Ubuntu GNOME 17.04 to
install any extension from extensions.gnome.org even those not marked as
compatible. Of course, some extensions really will not work because they
do actually need to be updated.

Status in ubuntu-gnome-meta package in Ubuntu:

Bug description:
  Further to lp:#1323734, Ubuntu Gnome 17.04 ships Firefox 52, but this
  does not support Gnome Shell Integration, which means adding
  extensions fails to run.

  I am able to toggle and uninstall Gnome Shell Extensions, but I can't
  install new ones in either browser.
