It can not use nvidia-settings to switch from the power saving mode to the performance mode

Hi,

I try to use nvidia-settings 410.73-0ubuntu0~gpu18.04.1 in
ppa:graphics-drivers/ppa to switch from the power saving mode to the
performance mode on Ubuntu 18.04.
But it failed.

$ nvidia-settings

ERROR: NVIDIA driver is not loaded

ERROR: Unable to load info from any available system

However `prime-select nvidia` still works fine.
