You're correct, carbon does re-read storage-schemas.conf regularly but
the retention configurations only apply when the wsp file for a metric
is first created. So if you have an existing wsp file that you want to
change the retention scheme of, you need to use the whisper-resize.py
script. Or if you don't care about the data the easiest solution is to
simply delete the wsp files and let carbon-cache recreate them with your
new scheme.
