I think the real answer for why the components dont depend on each other
is that the components can (and often are) installed on separate
machines.  One can install a carbon-aggregator or carbon-relay instances
on a machine that wont be used to display graphs (where graphite-web
would be used) or to store data (where whisper would be used) for
instance.
