Jason Dixon proposed the following answer:
If your goal is to replicate the full feed of inbound statsd metrics to
*both* backend clusters, stop using RELAY_METHOD=rules. Change that to
RELAY_METHOD=consistent-hashing and also set REPLICATION_FACTOR=2.
