[Bug 1650604] [NEW] Xenial update to v4.4.37 stable release

SRU Justification

    Impact:
       The upstream process for stable tree updates is quite similar
       in scope to the Ubuntu SRU process, e.g., each patch has to
       demonstrably fix a bug, and each patch is vetted by upstream
       by originating either directly from a mainline/stable Linux tree or
       a minimally backported form of that patch. The v4.4.37 upstream stable
       patch set is now available. It should be included in the Ubuntu
       kernel as well.

applied:

ARC: Don't use "+l" inline asm constraint
zram: fix unbalanced idr management at hot removal
kasan: update kasan_global for gcc 7

rcu: Fix soft lockup for rcu_nocb_kthread
PCI: Export pcie_find_root_port
PCI: Set Read Completion Boundary to 128 iff Root Port supports it (_HPX)
mwifiex: printk() overflow with 32-byte SSIDs
pwm: Fix device reference leak
arm64: cpufeature: Schedule enable() calls instead of calling them via IPI
arm64: mm: Set PSTATE.PAN from the cpu_enable_pan() call
arm64: suspend: Reconfigure PSTATE after resume from idle
