Following your suggestions, I've opened the new group "Gtg bug triagers"
(https://edge.launchpad.net/~gtg-bug-triagers, not a particularly funny
name). Currently, they have bug management permission on the trunk
series. 
I've added Chris and Bryce to the group. We should probably add long
time contributors too.
