bug triaging access for a willing gtg user

Hi to you all,
Chris, one of our gtg user has requested access to help us with bug triaging.
He already has experience with triaging, and he's very willing to help
(here's his launchpad page(https://edge.launchpad.net/~chrisjohnston).
He's already helping me to test the RTM plugin and helping other users,
and he's always in our IRC channel.

He just started learning python to start contributing to gtg, but
obviously he cannot help in solving bugs yet.
IMHO with a bit of guidance we can convert his enthusiasm in more
help in this project (the "love"-tagged bug for gtg beginners are very
useful!), and having him join in the bug triaging could be the way to
go.

So, should we give him those powers? I believe that launchpad has the
ability to concede that without having him join gtg devs or giving him
trunk commit access.
Answer me privately if you prefer.

  Luca
